Rs. 10M+ Printing Bill Delays Keheliya Case

⭕ The High Court postponed Keheliya Rambukwella’s arraignment to Sept. 16 due to incomplete printing of annexed indictment documents.
⭕ The Court was informed that one certified set costs Rs. 866,565. With 12 accused, the total cost exceeds Rs. 10.39 million. 🇱🇰
⭕ Higher courts require at least five certified sets—one for each judge, the prosecutor, the defense (one per accused / respondent) etc.
⭕ In Appeals or additional parties require extra sets, further increasing printing demand. Each adjournment or new request triggers reprinting, inflating costs and delaying the case.
⭕ The amount of paper wasted in Sri Lanka's judicial process costs tens of millions of rupees annually. This is yet another reminder of the need to transition to a secure, accessible e-filing system—just like in India, Singapore, Europe, and many other countries.
