Why does CEB say they cannot reduce the price of electricity?

⭕ One of the key issues is, Purchasing naphtha and Furnace oil at inflated prices from CPC without an open tender process.
⭕ According to CEB's submission to PUCSL for the 2025 tariff revision, they continue to buy fuel for energy generation from CPC at inflated prices.
⭕ In 2023, CEB recorded a Rs. 17.2 billion loss due to costly naphtha purchases. This loss was passed on to consumers, contributing ~3% to the current tariff.
⭕ Any other supplier importing naphtha must pay an 18% VAT, while CPC is exempt since naphtha is a byproduct.
It’s a no-brainer to call for a tender. Why are they not opting for open procurement when CPC already enjoys a massive advantage?
If another supplier can offer naphtha at a lower cost, even with the 18% VAT, what does that say about CPC's inefficiencies?
Why should electricity consumers bear the cost of these inefficiencies?
