Handling 16,000 parallel logins is a routine task for a well-designed system. This is completely unacceptable for the number one tax collection agency in the country.
The statement that "some taxpayers found the underpowered computers unable to cope with concurrent transactions" reflects a misunderstanding of the issue. Concurrency is a backend server-side concern, not something related to the performance of individual computers. The limitations in concurrency should be addressed through proper backend optimization and infrastructure improvements, rather than blaming the hardware of end-users.
