Sri Lanka 🇱🇰 spent less than 30% of its 2026 capital allocation through September - EconomyNext

⭕ Sri Lanka 🇱🇰 allocated Rs.1,380 billion for capital spending in 2026 - to fund infrastructure and other public investment.

⭕ First nine months: around Rs.385 billion spent (~28%).

⭕ Final three months: around Rs.995 billion (~72%) left to spend.

⭕ The government says it still expects to use the full allocation by December.

⭕ Last year, the government said the same thing. Even with Cyclone Ditwah hitting the country and the government spending heavily on relief efforts, around Rs.313.1 billion- 23.8% of the 2025 capital allocation went unspent.

⭕ Year after year, bureaucratic delays, protracted procurement disputes, politicized project selection and a lack of technical expertise within line ministries leave a significant portion of capital expenditure unspent on the Treasury’s books.

⭕ Capital spending supports economic activity now and creates the infrastructure needed for a more productive economy in the future. Repeatedly falling short means both benefits are delayed, raising the risk that today’s recovery will give way to weaker growth in the years ahead.

    1. Ravin Jegathnathan It's not good to save the money which is allocated for the infrastructure development. Money should create the economy rather sit in the treasury.

    1. Anjana W Arachchi Hello the figures represent funds allocated in the budget to government institutions for their proposed projects, but those funds were not actually spent by the institutions. This highlights the inefficiency of the government sector in utilizing allocated funds effectively. This is not about saving the money.

  20. Mid year numbers usually look low because a large share of capital payments is settled at year end. In 2025, public investment reached Rs.1,016 billion, 77% of the budget and 24% more than 2024, even though the budget only passed in March. Compare that to 2024, when only 54% of the revised capital budget was spent. Judge it in December, not September.

    1. Jayan Chinthaka 2024 is an election year 😅 What you expected by comparison of 2025 and 2026 figures with 2024? 🤫 Even it's a hard time in 2023, capex in the end of year reached close to 70% I guess 😄

    2. Chinthaka GK So what? My point was simple, you can't judge capital spending on mid year numbers, because most payments are settled at year end. In 2025 only about 25% was spent by August, yet it finished at 77%, better than both 2023 and 2024. For 2026, let's see the December figure.
