New Day, New Tax: Sri Lanka’s 🇱🇰 Never Ending Tax Lust

⭕️ From May 1, 2026, the Government has decided that vehicle imports will be subject to a 2.5% Social Security Contribution Levy (SSCL) at the point of importation.

⭕️ “At the point of importation” means that anyone importing a vehicle, including personal importers, will now be subject to this tax.

⭕️ Previously, SSCL was mainly paid by vehicle importers after the sale. Personal importers were not directly subject to this tax at the point of importation.

⭕️ Even vehicle importers may not have properly paid SSCL under the previous turnover-based system, as it left room for anything from creative accounting practices to outright tax fraud.

⭕️ Effectively, this change means that if you buy a vehicle, your cost will increase by around Rs. 2%-3% or more, depending on the CIF value and the relevant taxes for that vehicle.

⭕️ Rs. 7 million -> ~ Rs. 150,000 🔺
⭕️ Rs. 10 million -> ~ Rs. 200,000 🔺
⭕️ Rs. 15 million -> ~ Rs. 300, 000🔺

⭕️ SSCL works like VAT, it is charged on the basis of CIF value and other applicable taxes.

2.5% SSCL = (CIF value + CIF x 10% + CID + Excise Duty + any other taxes) x 2.5%

CID = CIF x 30%
Excise Duty = Changes based on the vehicle type
Other taxes = such as surcharge, PAL, etc. Currently 0 for vehicles

⭕️ SSCL was introduced in 2022 as a temporary tax to support Sri Lanka’s economic recovery by charging 2.5% on turnover.

⭕️ The Government has no real justification to keep increasing taxes on people, especially when revenue generating agencies have exceeded their targets during the last two to three years, and any expected revenue increase from this measure could have already been achieved through improved collection.

⭕️ The only other group that benefits from this change is large scale vehicle importers, as it removes one of the key cost advantages of personally importing a vehicle over buying from an established importer.

⭕️ Adding more taxes on already heavily taxed vehicles does not create any meaningful value for the country in the long run, especially when it locks away capital in depreciating assets like vehicles.

⭕️ Higher taxes do not help grow the economy. They discourage economic activity and reduce people’s ability to spend, invest, and build businesses. In simple terms, it is another case of handing more money to the Government, often the worst manager of money in any country.

⭕️ If Sri Lanka 🇱🇰truly wants a fair and low tax system, the focus should be on widening the tax base, improving the collection system, reducing leakages, and ensuring that everyone contributes fairly.

  1. If I read this correctly the SCC was always charged. What's changing is when it's charged right (before after the sale, now at the point of sale). ? Could someone please clarify? Thank you!

Govement squeezing the already struggling middle class to pay more taxes every possible ways for people who not contribute anything to society to make their goverment popular and get more votes. Best option is go abroad. They said they have already have collected enought money with taxes and their treasury is full. Thery are doing this for their next election. To make more donations for getting more votes. This is enough. A true businessman should be our next president. (Definitely not Dilith) Politicians always work for their votes only.

  • Good breakdown. But one important point worth adding on why vehicle prices should actually come down for dealer purchases. Previously SSCL was charged on the full selling price, meaning dealers were paying SSCL on their own margin too. Now SSCL is only on the import cost, which excludes the dealer margin entirely. So dealers are saving the SSCL that was previously applicable on their margin portion. On top of that, since SSCL no longer forms part of the taxable turnover at the sales stage, the VAT base reduces as well. Another saving that should flow to the customer. Whether dealers will actually pass this through without any pressure is the real question. However as you said cost increase for personal importers. For dealer purchases the numbers say prices should come down. Whether that happens is up to the dealers.

      Loga Indrakumar Not extacly. Previously, the liable turnover for normal wholesale or retail sales, including the importation and sale of vehicles, was only 50% of turnover. meaning, vehicle importers were not effectively paying the full 2.5% SSCL on their total turnover. Instead, the effective burden was: 2.5% × 50% = 1.25% of turnover Even with this, sellers may have found ways to avoid paying SSCL. This is one of the main reasons that IRD shifted SSCL collection to the point of importation, where it is easier to collect.

  • Kotte MC has started charging Garbage collection fees from Apartments, hotels and schools (law gazetted on Dec 30, 2025 and fees to be collected from Jan 01,2026. This is on top of Annual Assessment taxes. So then why are we forced to pay this new garbage collection fee which comes to around an additional 30,000-40,000 annually? Basically squeezing the already struggling middle class to pay for people who don’t contribute anything to society, not even by way of minimum taxes? How is this supposed to work?

    2. Numbers.lk these are the monthly rates: 1 bedroom unit -Rs 800+18% VAT 2 bedroom unit- Rs 1500+tax 3 bedroom unit-Rs 2200+tax 4 and more units Rs 3000+tax So a 3 bedroom unit would pay Rs 31,152/year. Bear in mind this is just 1 apartment in 1 building! They love having grand celebrations and musical shows- so this may be why they need all that extra cash in addition to the Assessment taxes!

  • Taxes are bad, but more importantly, taxes should be fair for everyone. Personal importers should pay the same taxes as everyone else. After all, a lot of personal imports are actually done by sales කාක්කෝ anyway.
