💼💰 Freelancers & Service Exporters in Sri Lanka 🇱🇰 to Face 15% Tax from April 2025

From April 1, 2025, Sri Lanka 🇱🇰 will tax foreign service income & foreign source income for individuals and companies. Here's what you need to know:

⭕ Individuals: Taxed up to 15% under a progressive system.

⭕ Companies: Flat 15% tax on foreign earnings.

⭕ Previously, foreign source income was tax-exempt to encourage forex inflows.

⭕ In 2018-2019, this exemption was briefly removed, then reinstated. Now, it's scrapped again under the 2025 amendments.

  2. The problem is not with taxes, but with tax rate.. 15% flat is crazy. We should aim for single digit taxes like 8% and increase the tax net. But what are we really doing is taxing the higher income earners really high.

  3. This is injustice and they should be in the same tax brackets IMO. If you are using the same infrastructures this country provides as rest of the people (employees) in this country. Why not pay the same bloody tax as others ??

  9. Foreign income is taxed “up to” 15%, while local income is taxed “up to” 36% (both are progressive tax systems). Many folks ask why the difference? ANSWER: Sri Lanka needs foreign exchange to fund essential imports. Taxing foreign income at the same rate as local income would discourage freelancers and exporters from bringing in dollars, hurting the economy. But, the government also needs revenue, so a complete exemption isn’t feasible. A compromise tax rate of up to 15% ensures forex inflows while maintaining contributions. Local income, which doesn’t bring in foreign currency is taxed higher. So, blame 🙂 the citizens(yourselves) who voted for consecutive corrupt governments which led for economic mismanagement making such policies necessary for today. If you ask why BOTH foreign & local income earners have to pay IIT with no any benefits from government, that’s a separate question.

    over 1 year agoLikes:2
  10. Why do freelancers think they should be exempt from taxes? If corporate employees can pay taxes on their income, why can't freelancers pay a small percentage of theirs? I don’t see any issue here. The only concern is that the government has not yet categorized them properly as income earners. If the government can recognize their income sources and provide benefits such as access to loans or other labor benefits, that should be fair.

    over 1 year agoLikes:1
    1. Waruna Lalindra Munaweerasinghe foreign income earners are contractors. Meaning not permanent employees. So this already will answer your question. No epf, etf. Cannot get loans, leasing etc. Yet they fuel the country's forex reserves. But no benefit. The only benefit they had was the tax exempt. 15% is a considerable amount. Although paid in foreign income, they dont pay much when converted for most people. So if they stop getting the foreign income to local banks, i assume that will largely impact the foreign reserves of SL. Could potentialy lead us back to queues. I dont know.

      over 1 year agoLikes:1
    2. Uditha Melan Yes, they may be contractors, but this is their primary income source. The government should establish a process to identify their income and provide formal recognition so they can access bank loans based on their earnings over the past six months or a year. Additionally, if necessary, the government could introduce a pension plan for them, as they do not receive ETF or EPF benefits. The government is already taxing employees in the export sector, so there is no discrimination in tax collection. Since the government needs to demonstrate a stable revenue stream to the IMF, any administration will likely proceed with this new tax amendment.

  11. (1) We are not against taxation. We just want taxes to be fair. (2) What has this fking government given us? No recognition. No facilities. No EPF, ETF, pension plan, or any form of insurance. Not even the chance to apply for a bank loan. Meanwhile, our taxpayer money goes to: Feeding lazy Aswesuma recipients. Maintaining insolvent SOE's. Funding a bloated, inefficient government sector. (3) What facilities are we even using? A sh*tty internet connection and electricity that’s it. Some of us aren’t even using the main grid anymore! We had to install a solar system with a battery just to survive night shifts back when we had 12+ hours of power cuts. We’re not using any national assets to generate money like other sectors do. We don’t ask for fertilizers. We don’t use water. We don’t need $$$ for raw materials to manufacture goods. We are service providers who rely only on internet access. So don’t compare us to LKR-earning taxpayers. First, this sh*tty government needs to: ✅ Reform SOEs. ✅ Reduce unnecessary government employees. ✅ Stop feeding useless, lazy, rice-eating donkeys through programs like Aswesuma. Then ask us to pay, and we will happily pay.

  19. More on this: She added that from 01 April 2025, that particular description, as well as any other foreign source income, will be liable for a 15 per cent tax. Sarah Afker highlighted the following key factors linked to the tax; The tax will apply if the money is brought back to Sri Lanka through the banking system. Up to now, such incomes were exempted, to encourage foreign exchange earnings. Under changes proposed to the Inland Revenue Act on individual income tax, income up to 1.8 million rupees is exempt from tax. The next 500,000 is taxed at 6 per cent. The earlier 12 per cent tax will be removed and the next 500,000 slab will be taxed at 18 per cent. Foreign exchange earnings will be at 15 per cent, above the 6 per cent rate without an upper limit. Corporates who export services are taxed only on profits after deducting expenses. Individuals could also try to submit an income statement and charge expenses. The tax specialist added that the services export tax has been included as the International Monetary Fund had proposed a 30 per cent tax, but the government had negotiated it down to 15 per cent. 20. If that allows freelancers to apply for credit cards, then yeah, tax us 🤷🏻‍♀️ Also maybe bring back the government paying them for every dollar brought back to the country? No? Then the freelancers would simply move to other countries that offer digital nomad visas and open accounts there. 🌝

  21. Crazy. The government is discouraging people from seeking foreign remote jobs and remaining in Sri Lanka, spending the money on the local economy. A clear step backwards at a time when the country needs forex. As someone else has also said it's easier to go work in the middle east at 0% tax, take the family there and spend there too...

  22. I have paid Paye Taxes forever. But I wouldn’t expect freelancers to pay taxes coz I pay. But I really don’t know alternatives to cover the state expenditure without a proper tax coverage 🙉

  24. This effects IT companies who are providing services to foreign companies.. Now also they run with many obstacles with software engineers leaving country, high salary expectations etc.. So an Income Tax was the only thing missing... 😔😔

  25. Ah …. This will be revoked soon … iam with the government,, but the Government i mean any government (previous and current) has done nothing to support / encourage this category, so they cant and dont have a right to tax this category, so the people will not bring in the $ they earn into the country
