Sri Lanka’s 🇱🇰 Presidents’ Entitlements (Repeal) Act 2025 is one of the most shortsighted policies ever proposed.

Sri Lanka’s 🇱🇰 Presidents’ Entitlements (Repeal) Act 2025 is one of the most shortsighted policies ever proposed. Here's why it's a terrible idea:

⭕️ Who’s affected?
Living former Presidents & widow:
• Mahinda Rajapaksa – 79
• Gotabaya Rajapaksa – 76
• Ranil Wickremesinghe – 76
• Maithripala Sirisena – 74
• Chandrika Bandaranaike Kumaratunga – 80
• Hema Premadasa (widow) – 89

⭕️ 🇱🇰 Life expectancy: 77.8 years
All are already well past 70 - several past 80.
From an actuarial standpoint, this so-called "burden" will naturally resolve itself within a few years. There is no long-term cost to justify the repeal.

⭕️ Yet, the bill completely strips away all benefits pension, staff, security previously provided under the 1986 Act.
Most democracies, regardless of political change, continue to offer modest support to former heads of state.
This move makes Sri Lanka look petty and vindictive on the global stage.

⭕️ Worse, it sets a dangerous precedent.
Rather than encouraging dignified retirement, it creates perverse incentives to:

• Stay in power longer
• Maximize personal gain while in office
• Secure corrupt deals before leaving

When no post-office dignity is guaranteed, the temptation to extract while in power increases.

⭕️ The repeal is also retroactive, impacting those who served under the previous legal framework.
This raises serious constitutional concerns.
Global legal norms discourage retroactively removing entitlements that were guaranteed at the time of service.

⭕️ If passed, Sri Lanka becomes an international outlier:
🇺🇸 US – pension, staff, lifelong security
🇮🇳 India – pension, residence, personal aides
Most democracies maintain respect and support for ex-leaders, regardless of politics.

⭕️ And what does the country gain in return?
• Tiny fiscal savings
• Major constitutional risk
• Damaged international reputation
• No real long-term benefit — age will take care of this "issue" naturally

⭕️ Bottom line:
This is not smart policy.
Not meaningful reform.
Just a populist stunt driven by short-term political gain.

Laws must be written with tomorrow in mind, not as punishment for yesterday.

The benefits under the Presidential Entitlement Act of 1986 are very limited and standard. They are basic needs to function as a former head of state.

⭕️ Imagine a former president 10 or 15 years from now, invited to an event in Colombo 🇱🇰 to attend in an official capacity as a former president, who was not provided an official residence or allowance to stay in Colombo, would receive no transport, fuel, or secretary, and would have to travel from his or her hometown wouldn't that event alone crush him financially?

⭕️ Reality is repealing these benefits hits hardest those who would not enrich themselves in office.

Laws should be written for the future, not for the past...

  1. I support dignified retirement, not completely strip away the benefits. If they strip away then only criminals will come to this job.

  2. I am actually shocked that we are paying these guys money for simply existing in the first place (I had no idea) - They are already very rich...unfortunately, in a country that is supposedly struggling for money and is harassing their citizens with higher taxes and higher bills under the guise of "not having enough money" - I think this is an important move. We don't owe these ----- anything. I am shocked we've been paying them all these years to begin with. So unethical. People are struggling to pay bills and eat in this country.

  • None of the Ex Presidents are poor. Imagine the hypocrisy of CBK renting her house to high end tourists and Uber rich sri Lankans while living in palatial housing provided by the poor taxpayer .

  • I agree this is not a smart policy and it saves nothing compared to the huge budget deficit. But claiming it could cause us to loose international reputation, constitutional risk and it makes presidents turn autocratic is plain BS. 😂 You should stop smoking whatever you are smoking. 😂

  • There are many inaccuracies in this post… 1. Pension of former Presidents is not affected by this(new amendment only needs simple majority vote, but changing the pension of former presidents needs more) (the widower’s pension is affected) 2. Security given will be decided by a security committee not by the act 3. And about “creating perverse incentives to, - stay in power longer - maximize personal gain while in office - secure corrupt deals while in office” Is a stupid statement 🤣 — 1. They’ve been doing these long before this new amendment 2. The perverse incentives that pushed people to do politics so far are the ones about to be changed(so far their motives were governed by the privileges and personal interests) 4. - Tiny fiscal savings is true - There is NO constitutional risk or damage to international reputation(these are just ridiculous conclusions) 5. There is a possible long term benefit to Sri Lanka’s political culture and later all sectors from this by removing some of the existing privileges which had become the incentives for people to get involved in politics..!! All your numbers are jumbled in this one..!!

  • There's one widow you've mentioned at 89 years old, what if others also lived till 90 years. Thats almost 10 years and the public money spend would be atleast a 100cr over. So better to pause the benefits till sl passes through this economical challenges and ofcourse they can always ament and increase benefits along with the countries development. U can't compare with us or india such a massive and economically strong country leaders deserve a decent pension, not the one who led to bankruptcy like sri lanka....

  • Short sighted ?? This is what the people voted for !! You must be blind to call it short sighted !! Not only is this a great act but also a great precedent for any leader in future. This country has been abused for the luxurious life style of a few leaders whilst a majority of people who have been burdened to carry those same leaders on their shoulders

Sachin Alahakoon Laws are written for tomorrow, not the past. The question that matters is: Does having no retirement benefits make a president with all the power vested in them more corrupt or less corrupt?

    2. Numbers.lk your point makes sense, we do definitely have to have a proper retirement policy for the leadership that would encourage good governance, but not the current policy. This should be something that we all can afford well. To answer your question, i would say yes a politician with LESS retirement benefits will be less corrupt as they have to partially get into their normal lives. But as I said their should be some retirement benefit for them as well including a level of security based on a threat assessment.

  • This move will only make people who really want to do a public service run for office in future rather than corrupt and selfish people come and ruin the country again.

  • Are we taking about a dignified retirement for former heads who never ruled the country in a dignified manner 😅 Everyone made enough money through corruption so that their next five generations (at least) will live a “dignified lifestyle”… 🤣🤣

  • I believe that everyone deserves some gratitude in their later years. Regardless of whether we agree or disagree with their actions, former presidents were once the first citizens of Sri Lanka in different eras. I truly believe they should be treated with dignity and given fair support to live in their old age. The problem is that we often focus only on blaming them for what they did or failed to do. But in general, as former leaders of the country, they deserve certain rewards and benefits in recognition of their service. (My personal openion)
