Sri Lanka's 🇱🇰 Brain Drain: New Study

⭕ A on going study by University of Peradeniya study reveals that 50%+ of state university graduates in some disciplines are migrating permanently, never returning to Sri Lanka.

⭕ In the worst-hit departments, the migration rate hits 80-90% while taxpayers foot a Rs. 87 billion annual bill.

⭕ Sri Lanka 🇱🇰 has 142,000 undergraduates currently in state universities, 44,000 new enrollments annually
- 25% Arts
- 20% Management & Commerce
- 13% Engineering
- 10% Medical/Health
- 11% Agriculture etc

⭕ According 2023 Data, Government spent Rs. 87 billion on university education.

⭕ Most who migrate are the best graduates who secure highest performance at university level with Science-based degrees seeing "almost all students leaving" along with Agriculture and Engineering - precisely the skills Sri Lanka needs most

⭕ Study recommends migrants reimburse government USD 10,000-15,000 per graduate, or alternatively send USD 50,000 to family in Sri Lanka to recover portion of public investment - but enforceability remains questionable

⭕ Researchers acknowledge the contradiction: can't force graduates to stay due to unemployment and low wages, parents actively support migration, and private/government sector salaries can't compete with overseas opportunities - classic middle-income country trap

⭕ Study suggests "making entrepreneurs from university education" but this requires startup ecosystem development, access to capital, market opportunities, regulatory reforms, and cultural shift toward risk-taking.

Sri Lanka's free education system has inadvertently become a development aid program for other countries, with billions in taxpayer investment flowing overseas through skilled migration. Until the nation can create economic conditions that make staying as attractive as leaving, this costly export of human capital will continue unabated.

Being one of those graduates who left the country, my recommendation has always been similar to what the study has recommended. I would even go a few steps further so this can be enforced properly. 1. Evaluate the value of each undergraduate degree program. 2. For each course, for each student who is selected to the university, offer a student loan (either interest free or very low interest) worth the full value of the program. 3. The students are liable to start paying the loan, once they are employed. However, students should be allowed to offset the amount of income tax they by the premium of student loan repayment. 4. Migrating students will be expected to settle their student loans as well.. This has an added benefit, of everyone learning the VALUE of what they consider as FREE !! (I am happy to pay for the value of my degree minus what ever the contributions I have done to the country so far)

ආදියේ ඉඳලා ගියපු උන්ගෙන් ඒ ගාන අය කරගත්තනම් රටේ ණය ටිකත් බේරගත හැකි, අලුතින් යන එවුන් ඉබේ හැදෙනවා 👍 Migration is everywhere in the world. You can't stop it. The only way to mitigate the adversities and the burden on the taxpayer is by making the higher education is at a loan with interest only! The countries debt too can be settled if you do it for all past cases!

  • Sri Lanka’s brain drain is a complex challenge, but it’s not irreversible. Here are some of the most promising and practical solutions being discussed: Key Solutions to Combat Brain Drain 1. Revamp Education & Skills Training Shift from rote learning to critical thinking and problem-solving. Promote vocational and technical education as prestigious career paths. Align curricula with high-growth sectors like IT, renewable energy, and advanced manufacturing. 2. Create Clear Career Pathways Establish transparent promotion systems and mentorship programs. Offer international training exchanges and certifications to retain top talent. 3. Modernize Compensation & Work Culture Introduce stay bonuses, retention allowances, and hybrid work options. Provide non-monetary benefits like extra leave and professional memberships. 4. Launch National Upskilling Initiatives A program like “Lanka SkillsUp” could offer financial incentives for youth to pursue short-term courses in digital skills, coding, and data analysis. Encourage lifelong learning to adapt to global job market shifts. 5. Strengthen Public-Private Partnerships Collaborate with industries to ensure job-ready graduates. Build startup incubators and support entrepreneurship among youth. 6. Engage the Diaspora Create channels for knowledge transfer, investment, and temporary return programs. Offer incentives for Sri Lankan professionals abroad to contribute remotely or return periodically. These strategies require not just policy reform, but a cultural shift—valuing innovation, rewarding merit, and building trust in local institutions. If you’d like, I can help sketch out a national action plan or tailor solutions for a specific sector like healthcare or engineering.

  • Capital (financial and human) goes where it is treated best. Creating wealth, owning property, Entrepreneurs, competitive markets (not cronyism), meritocracy, wanting to better yourself and save for your family should be commended and encouraged. Demonising all that is what reduced our country from one of the best in Asia (and what can easily be one of the best places on Earth) to the state we are in today (the still unreversed socialist Land Reform Act, capital controls, politicised constitutions, artificial priority to India etc). The irony is that is largely thanks to productive expats sending money back to their country that has kept it afloat for the last 3-4 decades. Useless politicians for the last 15 years are not creating conditions conducive for investment and rapid take off despite the massive potential everyone knows Ceylon has.

  • Some main points ignored 1) University students and their families also paid the taxes. 2) The government policies only promoted education, but no sufficient employment generation policies. Where should they work after graduation ? In an AG office ? About agriculture graduates, who did not let them in to the public sector over a decade? They wanted! They strictly wanted to join public sector !!! Majority do not want to leave their families and country. There were "forced" to do. By the way, I would like to see a reliable source. Is there a published paper ?

  • Ofc, what’s there to do? I don’t even want to drive in a street with all that chaos of undisciplined people. That’s the least. What about the salary? What about the quality of life? There’s no other option EXCEPT migration. And it works too 😇💖

  • I have no issue with paying taxes. My concern is whether the 30% I’m contributing is justified by what I receive in return. Is that a fair tax rate considering the quality of life insurance in Sri Lanka?

  • In any decisions which involves resource allocation would need financial resource. When you need financial resource, the basic indicator to assess the effectiveness would be ROI (return on investment). Sadly speaking majority of Sri lankans including developing nations don't understand ROI. The day majority understood this concept, will implement a reasonably decent action plan. Until then, we need to bear the negative outcomes.

  • Yeah Lanka education system is offering some degrees without any job scope within our country so that most of them migrate for ultra survival in the other side graduates expecting much more earnings 🫠🙃

  • I thinking Sri Lanka Lanka should take a page out from the Baltic countries and double down on global entrepreneurship. Also education should be made into a student loan scheme which can be gradually settled by graduates and school leavers. School children and parents should have a feel that education is not free doal out. This will put pressure on the education to improve and innovate. Even now the quality of the government education is low to the extent that many seek paid private tuition. So why not improve schools and make it a qusi paid service. Free education in the early years was a blessing but gradually it has become less competitive and a curse.
